The events of Chapter 20 actually probably occured prior to Chapters 18 & 19.  As is the case many times in the Bible, the authors organize thier writings thematically, rather than chronologically.  What we see in Chapter 20 is the humanity of Hezekiah, and the mercy of God, who works with us imperfect humans in a very gently and loving way.
