We now enter a new section in the Book of Isaiah, although the theme is still judgment.  Chapter 23 concluded the section of the judgments against the nations, and now it comes down to the final judgment that is coming upon the earth.  Jesus, in Matthew 24, labeled this The Great Tribulation Period.  The entire section, Chapters 24 through 27, are future, in contrast to the judgments of Chapters 13 through 23 against the nations, which, for the most part, have been fulfilled.
